Find your inspection opening first
Your sewer has an inspection opening to surface (IOS): a flat, round, white PVC cap about 180mm across, usually within a metre or two of a front, side or back boundary. Redland City Council says every house built after 1990 should have one. Ormiston has plenty of older homes that may not, and on established blocks the cap is often buried under garden or paving.
Run a tap inside and look at the IOS. If it’s holding water, draining slowly or overflowing, the blockage may be in council’s sewer main, so contact council. If it stays dry, the blockage is in your own plumbing and you need a plumber.
Finding, uncovering or installing an IOS is the owner’s responsibility. Council’s Red-e-Map tool shows where your property connects to the sewer.

When it’s council’s pipe, you may get the plumber’s bill back
Redland City Council asks owners to have a plumber check their private drains first. If the plumber’s camera and jet rodder show the blockage is in council’s sewer main, report it straight away, keep the SEW reference number, and you may be able to claim back up to $500 (GST inclusive) of the plumber’s cost. That usually covers up to an hour of labour and 15 minutes of camera and jetting.
The claim needs the reference number, the licensed plumber’s invoice and proof you paid it. Council assesses it within 20 business days. It doesn’t cover repeat visits while council attends, digging, work on your private sewer (including uncovering or installing the IOS), or blockages caused by wipes, toys and other things that shouldn’t be flushed.
Weather is the other exception. Hilliards Creek, Ormiston’s main flood source, is prone to both tidal inundation and flash flooding, and blockages investigated during or after a weather event that flooded the network are handled through council’s property damage claims process instead.
